Its blend of three oxides, Lanthanum, Zirconium and Yttrium (purple tipped), produce superior tip erosion characteristics, excellent arc stability and smoother arc starting compared to other types of tungsten electrode.  Rare Earth tungsten's ease of use and narrow arc makes it preferred for welding stainless steel.   It can operate on either AC or DC welding output current.
